Comedian Amy Schumer spoke tearfully of two women who were shot to death during a screening of her movie, "Trainwreck," and asked lawmakers Monday to support a gun control bill sponsored by her second cousin, U.S. Sen. Charles Schumer.
"I've thought about these victims each day since the tragedy," she said at a news conference at the senator's office in New York.
"People say, 'Well, you're never going to be able to stop crazy people from doing crazy things,' but they're wrong. There is a way to stop them," she said.
The legislation would try to improve a flawed background check system by creating monetary incentives for states that submit a robust amount of information to the federal database used to block sales to people with criminal records or a history of serious mental illness.
Sen. Schumer emphasized that his bill, which would also create penalties for states that fail to submit records to the database, is about improving the background check system, not putting new restrictions on buyers.

A U.S. appeals court will hear oral arguments on Dec. 4 in lawsuits that challenge the Federal Communications Commission's "net neutrality" rules, which prevent broadband providers from blocking or slowing Internet traffic, the court said on Monday.
USTelecom, a trade group for broadband providers, and other opponents of the rules sued the FCC this year, saying the commission violated various laws, regulations and procedures when it passed the rules.
The dispute is being heard in Washington by the U.S. Court of Appeals for the District of Columbia Circuit.
Philadelphia police said on Monday they will not investigate the weekend vandalism that ended an experimental robot's attempted hitchhiking trip across the United States unless the Canadian universities that own it file a criminal complaint.
The child-sized robot, named hitchBOT, had safely hitchhiked across Canada and through parts of Europe.
But its trip from Boston to San Francisco ended abruptly on Saturday in a Philadelphia alley, where it was found with its head removed.
The robot's owners said they have no interest in mounting a criminal prosecution.

A U.S. judge on Monday said he was "inclined" to keep an injunction in place that stops anti-abortion groups from releasing videos containing talk of the sale of fetal tissue.
At a hearing in San Francisco federal court, U.S. District Judge William Orrick said the injunction would likely remain pending further legal proceedings.
In a lawsuit filed last week, the National Abortion Federation, a nonprofit representing abortion providers, accused the Center for Medical Progress and its founder, David Daleiden, of illegally infiltrating and recording its private meetings.
Glaciers worldwide have shrunk to levels not seen in 120 years of record-keeping, with melt-off accelerating in the first decade of the 21st century, according to a study released Monday.
On average, glaciers currently lose between 50 to 150 centimetres (20 to 60 inches) of thickness every year, reported the study, published in the Journal of Glaciology.
"This is two to three times more than the corresponding average of the 20th century," said Michael Zemp, director of the World Glacier Monitoring Service and the study's lead author.
The current rate of global glacier melt is without precedent for the 120 years covered by scientific observation, and probably for much longer, Zemp added.
Moreover, accelerated ice loss has created a dynamic whereby glaciers in many regions will continue to diminish even if global warming did not continue to boost global temperatures.
Two journalists who were arrested while reporting on protests after the fatal police shooting of Michael Brown have settled lawsuits against St. Louis County, the American Civil Liberties Union announced Monday.
The lawsuits claimed the reporters' rights were violated and that police didn't have probable cause to arrest them. The journalists covered protests that came in the days and weeks after a white Ferguson police officer fatally shot Brown, a black, unarmed 18-year-old.
The ACLU of Missouri and the reporters are dismissing the lawsuits after reaching a settlement with St. Louis County, said ALCU spokeswoman Diane Balogh.
As part of the settlements, the county won't file criminal charges against the reporters and will cooperate with efforts to expunge their arrest records. The county also will pay the ACLU and reporter Gerald "Trey" Yingst a lump sum of $8,500, according to copies of the settlements the ALCU provided.
Former college football television analyst Craig James on Monday filed a religious discrimination lawsuit against Fox Sports that contends he was fired because he had expressed opposition to gay marriage during a failed run for the U.S. Senate.
The former running back for Southern Methodist University and the New England Patriots is seeking at least $100,000 in damages. Fox hired him in August 2013 - months after he lost the Texas Senate primary to Ted Cruz - only to fire him days later.
James filed his suit in Dallas County, where he is seeking a jury trial to hear claims against the network that include breach of contract and violations of state law.
James was a longtime color commentator for ESPN who quit to run for the Senate in 2012. During the campaign, James said he opposed gay marriage and that gay people would one day "have to answer to the Lord for their actions."
In its statement last year, Fox called James "a polarizing figure in the college sports community" and said "the decision not to use him in our college football coverage was based on the perception that he abused a previous on-air position to further a personal agenda."

A tourist from Texas was arrested over the weekend on charges she was packing two loaded handguns at the Sept. 11 memorial in New York City, authorities said Monday.
According to a criminal complaint, Elizabeth Enderli was visiting the site Saturday when she informed a police officer she had the weapons in her backpack. She was charged with criminal possession of a weapon before being released Sunday.
The name of her attorney was not immediately available. However, friends and family told the New York Post that the 31-year-old military veteran has a permit to carry weapons in her home state.
Enderli mistakenly believed the permit covered her visit to New York from the Houston area, they said. But rather than getting to see the lower Manhattan landmark, she ended up spending a night in jail after asking where she could store the pistols - 9mm and .380-caliber semi-automatics - while there, they said.
"Our husbands don't give us a hug and a kiss - they pat us down to make sure we're armed," said Aimey Richardson, a friend who made the trip with Enderli. "We're not allowed to go out without them."
Walt Disney was a complex figure, both celebrated and condemned, but allegations that he was a rabid anti-Semite are unproven, Disney experts said.
Talking to TV critics Sunday about PBS' "American Experience" September documentary on Disney, composer Richard Sherman (Disney's "Mary Poppins," ''The Jungle Book") dismissed such lingering criticism outright.
It's "absolutely preposterous to call him anti-Semitic," said Sherman, the son of Jewish immigrants. He and his brother Robert, his writing partner, were treated like sons by Disney, he said.
Historian and social critic Neal Gabler, author of "An Empire of Their Own: How the Jews Invented Hollywood," said he exhaustively researched Disney for the 2006 book "Walt Disney: The Triumph of the American Imagination."
"I saw no evidence other than the casual anti-Semitism that" was common to non-Jews during Disney's 20th-century era, Gabler said.
