The state has taken advantage of this, making $3 billion by auctioning off unused lands to private buyers, then using funds to develop state infrastructure.

George Lopez is taking over as master of ceremonies of the annual Playboy Jazz Festival.
The comedian was announced as the festival's new host Thursday at an event at the Playboy Mansion.
Bill Cosby previously served as the festival's host for more than 30 years. Cosby was a fixture at the gathering of jazz luminaries since the first festival was held in 1979.
Lopez said Cosby called him to give him advice on the gig. His tips included not letting musicians in his dressing room "because they'll eat all your food and drink all your drink," joked Lopez.
The Playboy Jazz Festival is scheduled for June 15 and 16 at the Hollywood Bowl.

Director Steven Spielberg will preside over the 2013 Cannes film festival jury in May, organizers said on Thursday, an A-list casting that adds Hollywood firepower to the high-brow international festival.
Spielberg, whose presidential drama "Lincoln" took home two Oscars at Sunday's Academy Awards, will succeed Italian director and actor Nanni Moretti, who helmed the jury for Cannes' 65th anniversary last year.
The 12-day festival, which takes place on the Cote d'Azur in the south of France, is a major showplace for new movies from around the world that attracts top and emerging screen writers, deal-makers and hundreds of film critics.
Spielberg's blockbuster film E.T. screened as a world premiere at Cannes in 1982, and festival President Gilles Jacob called the respected director a "regular" at the prestigious film festival.
He may just be a footnote to history, but Dr. Isachar Zacharie is having a posthumous mini-moment, thanks to the Hollywood-sparked surge of interest in the presidency of Abraham Lincoln.
Zacharie was buried in London's famed Highgate Cemetery in 1900, but he is only being added to the cemetery guide Friday, joining such notables as communist philosopher Karl Marx, novelist George Eliot and punk pioneer Malcolm McLaren as a likely draw for visitors to the north London landmark.
Zacharie's claim to fame? He was Lincoln's foot doctor. And a good one at that, if the president's signed endorsement can be taken at face value.
"Dr. Zacharie has operated on my feet with great success, and considerable addition to my comfort," the 16th president of the United States wrote in 1862, when the United States was gripped by civil war.
Zacharie's connection to Lincoln has long been known to historians, but Ian Dungavell, the cemetery's chief executive, said the cemetery's management only learned of it recently.

The CW will end the series after its current fifth season, with a May 13 series finale.
The network will likely include a retrospective of the series in the finale, as it did with "Gossip Girl" and "One Tree Hill."
"90210," an update of the '90s Fox series "Beverly Hills, 90210," has been struggling in the ratings. The most recent episode on Monday drew a mere 0.3/1 in the key 18-49 demographic and drew just 575,000 total viewers - about half the viewers that its lead-in, the "Sex and the City" prequel "The Carrie Diaries, received.
"Girls Gone Wild" has filed for bankruptcy in a move it says is an effort to restructure its legal affairs after several disputed court judgments.
The company filed for Chapter 11 bankruptcy on Wednesday in Los Angeles, listing more than $16 million in disputed claims.
The largest claim is $10.3 million that Wynn Resorts is seeking from the company for judgments entered against "Girls Gone Wild" founder Joe Francis over a gambling debt and statements he has made about the casino and its founder, Steve Wynn.
Francis no longer owns the company, which has made a fortune selling videos and magazines of young women flashing their breasts.
Not everyone in the House of Representatives wanted to pass the Senate's version of the bill to reauthorize the Violence Against Women Act - which the House succeeded in doing on Thursday afternoon. (The bill is now headed to President Obama, who has promised to sign it.)
After all, efforts to reauthorize the bill, which funds a bevy of programs designed to helps victims of violence, have languished for more than a year in the GOP-controlled House, whose members have either ignored or tinkered with Senate versions of the reauthorization bill, which provisions funding for the Act for the next five years. (Since expiring at the end of 2011, VAWA has survived on temporary funding.) It's a relief, certainly, but also an opportunity to recognize the Congressmen and -women who still didn't want to reauthorize an important bill that has always been reauthorized, without controversy, since being passed in 1994.
A total of 138 House members voted against reauthorizing the intact bill, including nine GOP Congressmen - Paul Broun, Scott Garrett, Louie Gohmert, Tim Huelskamp, Walter Jones, Steve King, Thomas Massie, Tom McClintock and Matt Salmon - who vowed on Wednesday to strike down any version of the bill - even the heavily amended version their colleagues tried to push through (unsuccessfully) before considering, and passing, the Senate's bill.
And yes, in case you were wondering: House Majority Leader Eric Cantor - the de facto leader and brain behind the post-2012 Republican Party - voted nay.

"Cloud Atlas," the pricey and sprawling adventure tale from Lana and Andy Wachowskis, has surpassed its North American haul at the Chinese box office.
As of Thursday, "Cloud Atlas" had taken in $28.6 million with just a few days left in its run in China, just ahead of its overall North American total of $27.1 million. Since opening on October 26, it has grossed $113 million worldwide, $86 million of that coming from foreign markets.
Topping its U.S. box office total in China is both a positive and a negative. While the China figure is pretty good - and will make that country by far the most lucrative market for the film - the film was a major disappointment in the U.S., where it opened to less than $10 million.
The independently financed "Cloud Atlas" had a $102 million production budget and was co-directed by the Wachowskis ("The Matrix") and German filmmaker Tom Tykwer ("Run Lola Run"). Based on the novel by David Mitchell, it's an ambitious adventure that simultaneously tells multiple stories throughout the past, present and future in order to explore how individuals' actions affect others. It stars Tom Hanks, Halle Berry, Jim Sturgess, Ben Whishaw and Xun Zhou, among others in multiple (and often unrecognizable) roles.
"Cloud Atlas" has been generally well-reviewed in China, where its spiritual message seems to have resonated. It might have done even better at the box office there, had it not gone up against "Skyfall" and the domestic blockbuster "Journey to the West." Chinese film officials and censors excised almost 30 minutes" from the film's 172-minute running time - mostly sex and violence - prior to the film's debut in Beijing.

A growing split in the Republican Party deepened today when Clint Eastwood, the movie star who rocked the GOP convention by interviewing an invisible President Obama empty chair, joined the ranks of Republicans who are in favor of legalizing gay marriage.
The support for gay marriage by Eastwood and about 100 prominent Republicans, along with budding support within the party for immigration reform, is creating an obvious divide in the party. It pits moderate Republicans and party operatives on one side against conservative activists who drive turnout in the primary elections.
One of the four former Republican governors who signed the legal brief in favor of same sex marriage is ex-New Jersey governor Christine Todd Whitman who she says there are days she "absolutely" doesn't feel like part of the party because she says the GOP is being "defined by the talking heads and they don't for the most part represent me."
Whitman said she signed the gay marriage brief because it's important to be heard and it's an opportunity to get this issue behind us."
